Universe mode stop cpu from signing free agents

I'm in universe mode and every time I release a player the cpu signs a different player I don't want on the team. Also I try to release some players and it simply won't remove them from the team.  Can someone tell me what I'm doing wrong or is there a way to turn the cpu off from making any transactions.

I'm the commissioner and would like to control every aspect of all teams
