You're right its not an easy fix, You would have to either lower the salary cap in every league or change the formula for players 24 and older. But my point still stands and it is possible. I'm just sick of getting passed by people who are completely ignoring the draft and trading their draft picks away every year.

Your current draft and development system is simply not adequate without RFA's, If all you want is a 1 dimensional game based around free agency then you might as well just get rid of the draft altogether. Free agency should be a place where you pick up a few solid veterans if you have cap room to put your team over the edge, Instead everyone is completely rebuilding their entire teams through free agency every year and if you don't have a high reputation you're shit out of luck. The current system favors the higher ranked teams a little too much and I think RFA's would balance everything out. Think of it as a good reason to lower the salary cap so that every team has a hard time keeping players over age 24. It'll make things tougher for the top teams

If I'm a BHL team I'd like to at least be able to send a qualifying offer to my 20-23 years old's to get exclusive BHL rights to the player (and lower contracts then my ufa's who can test the market), If he gets an offer from an SHL team that's fine. There should be some advantage to drafting and developing your own team but sadly the fastest way to getting promoted is to trade your draft picks every year and scan the free agent lists.
