On the player rating page there is a development graph. One says progress. How am I supposed to interpret this graph? Is that how close they are to maxing out in each skill for their career or is that showing the skills that will increase their next rating jump?

When a progress bar reaches 100%, that particular skill will improve by one point.

So if a player will be developing up until he's around 28-30yo (from age 17-18) and lets say he reaches 100% each year in one (and the same) skill category - his max point upgrade in that skill category will be 10-12pts?

No, each skill category can upgrade multiple times a season. The bar resets every point upgrade. Also, lots of players can still improve in their 30's, albeit a bit slower. How much players improve is related to their hidden potential, current ability, practice intensity, and playtime.

Is there a thread about how the training options (off, gen, def) affect players attributes? Some attributes like passing or skating might be treated as all 3 options.

Offensive improves offensive skills (passing, puck control and shooting) more than the defensive skills (predominantly defense and maybe spirit,) defensive is the other way around and balanced is equal between them.
